The Narrows Project Feasibility Assessment

Tallangatta is known as the ‘town that moved’ in the 1950s when it was physically moved from its former site (approximately 8km to the east of the present town) when the full supply level of Lake Hume was raised and the original town was flooded.

Since that time, the construction of a weir across a section of the Mitta Mitta River 3km west of the town of Tallangatta has been a point of discussion in the local community.

A number of previous studies had looked at the feasibility of constructing the weir, however in 2013 Towong Shire Council began a comprehensive feasibility study of The Narrows Project, with support from the Victorian Government.

The purpose of The Narrows Project weir would be primarily to provide more consistent water levels at Tallangatta over peak tourist season (December to February) to provide recreation and tourism benefits to the town. Other benefits could include providing improved water frontage and amenity in Tallangatta, opportunities for residential development, and alternative road access across Lake Hume.

A Project Steering Committee was established to oversee the study, which comprised:

  • Towong Shire Council
  • Goulburn-Murray Water
  • North East Water
  • North East Catchment Management Authority
  • Murray Darling Basin Authority
  • Regional Development Victoria

At the completion of each phase, the Project Steering Committee (PSC) was to consider the reports and make a recommendation to the Victorian Government as to whether the study should continue to the next phase.

Phase one comprised the completion of a Technical Feasibility Study (prepared by consultants SMEC) and a Cost Benefit Analysis (prepared by consultants GHD). A comprehensive community consultation campaign was also undertaken.

In August 2017, on the basis of the outcomes of the Technical Feasibility Study and Cost Benefit Analysis, the PSC voted not to proceed with the project.

This was not in agreeance with the Towong Shire Council vote, however the recommendation was sent to the Victorian Minister for Regional Development the Hon Jaala Pulford MP who upheld the recommendation.

Towong Shire Council continues to work with the Tallangatta Lake Community Action Group to advocate for this project.
