Animal Registration

Under the Domestic Animals Regulations Act 2005 every dog or cat over the age of three months must be registered with Council and micro-chipped. Registration is paid annually and is due in April. If you move house, you must notify Council of your change of address.

Rules around pet ownership are made with the best interests of the community in mind. It is advisable to become familiar with your obligations as a pet owner to avoid financial penalties. Wandering dogs, dogs that cause a nuisance through persistent barking, or if you fail to clean up after your dog outside your property are all infringements and may result in a fine.

Penalties and infringements

Penalty rates are set by the Victorian Government.

  • Failure to apply to register a dog or cat – $363 (2 penalty points)
  • Failure to re-register a dog or cat – $363 (2 penalty points)
  • Dog or cat being a nuisance – $91 (0.5 penalty points)
  • Dog or cat not wearing Council identification marker (tag) – $91 (0.5 penalty points)
  • Dog at large (wandering) at night time – $363 (2 penalty points)
  • Dog at large (wandering) during daytime – $273 (1.5 penalty points)


Transfer of Registration from another Council

To transfer your current animal registration from another Council, the animal must hold current registration with another Victorian Council. Proof of payment must be supplied for current registration period.



The Domestic (Feral and Nuisance) Animals Regulations 2005 require that all dogs and cats must be microchipped prior to being registered with Council for the first time.


Impoundment Fees

If your Animal is unregistered at time of impounding, you must register or update your expired registration details with Council during Council operating hours, before you can have your animal released from the Pound.

If your animal is impounded it will be taken to the Albury Animal Management Centre operated by Albury City Council. All impoundment fees are to be paid direct prior to the release of your pet.
